A Barlow lens virtually doubles the size of your telescopes eyepiece set. It is placed between the telescopes objective lense or mirror and the eyepiece, it effectively increases your telescope's focal length by the barlows magnification factor, thereby boosting the magnification of your eyepiece. As an example using a 2x Barlow lens, a 20mm eyepiece will functions the same as a 10mm eyepiece, or as a 6.5mm with a 3x Barlow lens. A Barlow lens also has the advantage of improving eyepiece edge sharpness, especially in faster F ratio telescopes.
